You can find the Nengo 1.4 version on Github here. The documentation is included in the repository. I should note, however, that this Nengo version is no longer actively maintained, so your mileage might vary.

No, unfortunately not. Nengo 2.0 was designed from the ground up to be Python based, and I don’t think it’s possible to get it to run in Java without putting a significant amount of work rewriting the simulation backend.
If you describe what you are intending to do with Nengo, perhaps I could propose a workaround.
