I follow Installation — NengoLoihi 1.1.0.dev0 docs to install nxsdk, but I can’t download nxsdk-0.9.0.tar.gz. Can you help me where to download this release?

The nxsdk-0.9.0.tar.gz file is developed by Intel and available to all members of the INRC (Intel Neuromorphic Research Community). If you wish to participate in the INRC, you should contact Intel with the request. I believe the email to send them any inquiries is: inrc_interest@intel.com
If you are already part of the INRC, you can download the NxSDK installation files from the INRC cloud. It is available at /nfs/ncl/releases/0.9/nxsdk-0.9.tar.gz
